The
Office of Planning Evaluation and Communication
(OPEC) is located in the Center for Information
Technology’s (CIT) Office of the Director. It
is the focal point for strategic business and
operational planning, analysis and evaluation,
as well as the central office for communications
at CIT.
OPEC
provides technical and programmatic assistance
to the Director and his senior staff in all aspects
of the Center’s efforts toward initiation, development,
implementation, and evaluation of information
technology (IT) programs on which the National
Institutes of Health (NIH) relies. OPEC’s disseminates
important communication information about CIT
related products and services to support and advance
the mission of the NIH.
Planning
and Evaluation
OPEC
takes the lead in CIT IT Strategic Planning and
Information Resource Management (IRM) planning,
investment review, annual program planning and
associated budget planning, and compliance with
regulatory IRM requirements. This organization
is responsible for coordinating CIT analyses and
reports on a variety of regulatory, policy, and
legislative topics including implementation of
OMB Circulars A-11,
A-76,
A-123,
and A-130,
the Federal
Activities Inventory Reform Act (FAIR), the
Clinger-Cohen
Act (CCA), and the Government
Performance and Results Act (GPRA).
OPEC
coordinates the acquisition of information processing
resources, implements IT procurement policies,
assists CIT in large IT acquisitions, and develops
revised procedures and staff training programs.
It also assists CIT in the development of survey
instruments and in the subsequent analysis of
data. Finally, OPEC participates in a wide variety
of special activities including assisting HHS
to develop its Enterprise IT Strategic Plan and
assisting CIT in the move to the Fernwood Building.
The
Communications Office
The
communications office provides a focal point for
corporate communications creating and maintaining
information flow within CIT and throughout NIH.
OPEC creates, develops and promotes the CIT identity
and image; develops and executes strategic communications
programs in support of the Centers mission,
goals and lines of business; and provides marketing
and media relations. OPEC communications promotes
CIT products and services to users within CIT,
NIH, and DHHS, through multiple marketing venues
and media, including: inter- and intranet, e-mail,
CD, print, presentations, videoconferences, ceremonies
and other outreach modalities.
It also provides clearance, editorial guidance,
and control for all CIT media, public and customer
communications to determine information priorities,
presentation of uniform identity, image and message
in all CIT media.
