At CIT, OPEC is responsible for a variety of Planning and Evaluation activities including:

CIT IT Strategic Planning and Information Resource Management (IRM) planning including IT portfolio management and investment review, annual program planning and associated budget planning, performance measures, competitive sourcing, and compliance with regulatory IRM requirements. Recent reports include:

• NIH Funding Advisory Review Board (FARB) Summary
• CIT Information Technology Systems (ITS) Budget
  

Coordinating acquisition of information processing resources, implementing procurement policies as required by HHS directives, OMB guidance, regulations or legislation, developing revised procedures and associated staff training programs, and ensuring compliance with IT procurement regulations via the CIT IT Acquisition Checklists.

Coordinating CIT analyses and reports on a variety of regulatory, policy and legislative topics, including implementation of:

• OMB Circulars A-11, A-76, A-123, A-130;
• Competitive Sourcing (A-76 and the Fair Act);
• the Clinger-Cohen Act (CCA); and
• the Government Performance and Results Act (GPRA).

Developing survey instruments, analyzing data produced by these surveys, and making recommendations based on these data. Sample Surveys

Planning and implementing Special Activities. OPEC planning and evaluation expertise is also available for a variety of special activities. Examples include: assisting HHS to develop its Enterprise IT Strategic Plan for FY2002-FY2006, and assisting CIT to plan and carry out its relocation to new quarters in Bethesda, MD.
